Overview
The Chief Minister Fellowship Scheme has been approved by the Council of Ministers under the State Government’s Good Governance Programme. The scheme aims to promote administrative reforms, capacity building, and innovation in Bihar by engaging talented young subject-matter experts in governance processes.
Under this initiative, accomplished professionals will be associated with decision-making authorities and officers involved in the implementation of government policies and programmes. Their engagement is intended to infuse fresh perspectives, enhance efficiency, and accelerate the effective execution of public policies and development initiatives.
Programme Details
The Fellowship is designed as a two-year programme. During this period, experienced and high-quality subject experts will be placed at various levels of administration—including district, divisional, departmental, and state headquarters—to support policy formulation, programme implementation, and innovation aligned with the interests of the State. Fellows will act as catalysts in strengthening governance systems and contributing to Bihar’s development.
Implementation
The scheme will be implemented by the General Administration Department through the Bihar Administrative Reforms Mission Society, in collaboration with the Indian Institute of Management (IIM), Bodh Gaya. The Fellowship is open exclusively to domiciles of Bihar. Provisions relating to age limits and reservation shall be applicable as per the rules of the State Government.
A total of 121 Fellows will be selected under the scheme. They will be attached to various administrative offices, including Municipal Corporations, District Collectorates, Divisional Commissioner Offices, all Departments of the Secretariat, the Office of the Development Commissioner, the Office of the Chief Secretary, the Office of the Deputy Chief Minister, and the Chief Minister’s Secretariat.
Benefits
Selected Fellows will receive a fixed monthly honorarium ranging from ₹80,000 to ₹1,50,000. Upon successful completion of the programme, participants will be awarded a certificate in Public Policy and Good Governance by IIM Bodh Gaya.
Administration & MoU
The General Administration Department is the nodal department for the scheme. For its effective implementation, the Bihar Administrative Reforms Mission Society, Patna, has entered into a Memorandum of Understanding (MoU) with IIM Bodh Gaya. The MoU is valid for a period of three years from the date of execution and may be extended in blocks of two years by mutual consent.
