Abstract
The State government has taken several initiatives in the energy sector in recent years. Reliable and quality power is now being supplied to consumers throughout the state. The Per Capita Consumption of electricity has risen from 280 kwh in 2017-18 to 329 kwh in 2021-22, implying a growth of 17.5 percent in four years. There was a significant improvement in the projected peak demand for power in Bihar from 4965 MW in 2017-18 to 7093 MW in 2022-23 implying a growth of more than 42.8 percent in five years. The aggregate consumption of electricity in the state during 2017-18 was 24.2 thousand MU, which increased to 32.8 thousand MU in 2021-22. It implies a growth of over 35.4 percent in four years. The generation and purchase of power (net of central transmission loss) in Bihar increased from 29,974 MU in 2019-20 to 33,388 MU in 2021-22, implying a growth of 11.4 percent in two years. With increase in energy consumption, the revenue collection has also increased. The cost coverage was 85.2 percent in 2019-20, which increased to 91.5 percent in 2021-22. Due to a new programme of the State government -- Har Khet Tak Sinchai Ka Paani (Saat Nishchay-2), a sum of Rs. 300.00 crore is allocated in 2021-22 and 2022-23. The number of domestic consumers has increased from 101.4 lakhs in 2017-18 to 160.49 lakhs in 2021-22, indicating a growth of 58.3 percent in four years.

Power Capacity
In the power sector, installed capacity is growing gradually in Bihar, although with some fluctuations on account of maintainance work. The available power capacity in the state was 6422 MW in 2020-21, which increased to 7785 MW in 2021-22, implying a growth of 21.2 percent.

- The Government is working on the vision "HAMARA AADHAR URJASWIT BIHAR". State wants to become self sufficient in this sector and to achieve this schemes worth more than 8 thousand crores are under implementation to strengthen the Generation, Transmission and Distribution system.
- Bihar tops in the country with 474% increase in its electrification due to its successful implementation of flagship programs like Har Ghar Bijli under 'Saat Nischay Yojana'. According to the Night Time Light Atlas (NTL Atlas) prepared by ISRO for the last decade (2012-2021), there has been an average increase of 43% at the national level, while the increase has been 474% in the state of Bihar.
- The State Government under the ambitious scheme of Mukhya Mantri Upbhokta Sahayata Yojana is providing subsidy of Rs. 13,114 Cr. to power consumers of the state for the FY- 2023-24.
As a result, the energy charge increased by BERC of 24.10% hike will not affect the power consumers any more.

- Work of Renovation and Modernisation of KBUNL in Muzaffarpur District. Unit No. 1 and 2 (2 x 110 MW) to increase the Plant Load Factor (PLF) has been completed, commercial generation from both units started from November 2013 and November 2014 respectively. The plant load factor has increased from average 30% to more than 95%.
- The Extension work of KBUNL under Muzaffarpur District unit 3 and 4 (2 x 195 MW) has completed in 2018-19 respectively.
- The work of Nabinagar power Generating Company, the 50:50 Joint Venture of Bihar State Power Holding Company Ltd. and NTPC, for new Thermal Power Plant (3 x 660 MW) total 1960 MW (Stage- I) is under progress. The State will receive 1551 MW electricity from this plant in 2022-23. Unit 1 (660 MW) has completed in February 2019. Above mentioned power stations have been transferred to NTPC vide notification no. 08 dated 07.08.2018
- The generation of 660 MW from unit of NTPC Barh started.
- MOUs for three green field Thermal Power Projects in Chausa(Buxar) with capacity of 2 x 660 MW each have been signed with Satluj Jal Vidyut Nigam Ltd. as well as Kajra (Lakhisarai) and Pirpainti (Bhagalpur) with capacity of 400-450 MW each have been signed with NTPC and NHPC respectively. It has been decided to establish Solar Power Plant of 450 MW each at Kajra and Pirpainti.
- Land identified for Ultra Mega Power Plant (4000 MW) in Banka District. Sanction for 120 cusec Ganga Water accorded by Central Water Commission. Request for coal block allocation made to Ministry of Coal, Govt. of India.
- Presently, the transmission system of Bihar consists of 18,740 circuit KM EHV (Extra High Voltage) transmission line and 161 Grid Sub-Stations whose transformation capacity is 2000 MVA at 400 KV Level, 12,000 MVA at 220/132 KV level, and 16,850 MVA at 132/33 KV level. The projection for 2022-23 is 19,375 circuit KM transmission line and 165 Grid Sub-Stations with transformation capacity of 3,000 MVA at 400 KV level, 12,720 MVA at 220/132 KV level, and 17,270 MVA at 132/33 KV level. The required capacity for 24-hour power supply for the period 2022-23 to 2024-25 is presented in Table

- All 39073 revenue villages and all willing house-holds of the state have been energized
- Convenient arrangement of supply of electricity to farmers for agriculture. Average 15-16 hours of power supply in rural areas which is used by farmers also. To this end 291 Agriculture power substation have been established and 1354 dedicated agriculture feeders have been constructed under this scheme.
- Burnt Transformers apart from 10/16/25/40 KVA being replaced within 24 hrs in Rural Areas.
- Establishment of IT infrastructure for metering, meter reading, bill collection, energy accounting and energy auditing in 71 towns under R-APDRP scheme under progress.
- Filing of Certificate Cases under PDR Act against the defaulters in addition to disconnection.
- Facility of online payment of Electricity Bills through Regional Rural Banks, Sahaj Vasudha Kendra, Air Tel Money, My Mobile, Vodafone and Canara Bank.
- Facility of Bill Collection Counter at Block level for consumers.
- Centralized customer care centre has been established to redress the grievances and problems of consumers and general mass. Its functioning monitored daily at the apex level.
- Fuse Call Centres have been strengthened with proper machines and man power to facilitate the consumers. It is regularly inspected by senior officials during field visits.
- New Standard Bidding Document, Technical Specifications and Payment Procedure have been formulated for better and speedy implementation of projects by Companies. Procurement Manual has also been formulated for transparency and better management in purchases by Companies.
- Meter reading and billing in the consumers' premises by Mobile Application started.
- Remote Meter Reading (RMR) from headquarter is done for HT and LTIS- II consumers.
- Bihar State Power Holding Company Limited (BSPHCL) began the work of Smart Prepaid Meter (SPM) installation in Bihar in 2019. From a humble beginning of installation at Arwal and Kanti (Muzaffarpur), to now achieving the fabulous feat of more than 15 lakh SPM installations in Bihar. Bihar is the first State in the country to install Smart Prepaid Meter.
- Consumer Facilitations
In the recent years, several facilities have been introduced by the DISCOMs of Bihar.
Bill through SMS on Missed Call: The consumer can now receive an SMS that gives them information on their current due payment and the due date against electricity connection, by just giving a missed call on 766-600-8833. Additionally, the URL for downloading the latest electricity bill is also being sent by the system. This service has reduced consumer visits to the electricity office and saved paper by serving the duplicate e-invoices and PDF link through SMS.
Suvidha Mobile App: The DISCOMs have developed a mobile application (SUVIDHA) to facilitate various services for consumers. These services include — new service connection, online bill payment, downloading bill, viewing latest payment transaction, registration of complaints, information on electricity theft, load change service and correction of name/address/mobile number, etc. The consumers are able to check the status of the service requests through the SUVIDHA App. All supply divisions are additionally equipped with the SUVIDHA counters, acting as a single-window interface between the service provider and consumers.
Social Media: For creating an enabling environment, DISCOMs have established a dedicated cell to answer issues or concerns raised in social media. They have created an official account on Facebook, Twitter and YouTube, and have started promoting various schemes on those platforms to keep the consumers updated on policy issues.
Grievance Redressal: Now, consumers can lodge complaints/ grievances on toll free no. 1912. At the same time, an Online Grievance Page is also available on the company website, which can be directly accessed by the complainant for lodging complaints/ grievances. They can also view the status of action taken on their complaints/ grievances directly on the portal. A separate WhatsApp no. 70333-55555 has been provided for lodging of complaints exclusively related to power theft.
Self-Generation of Electricity Bill: A new facility has been added in the ‘SUVIDHA App’, through which consumers can generate and print their electricity bill by just sending self-meter reading. The bill is generated by the system without manual intervention. This facility is available to the consumers whose regular bill is not served/ generated within 35 days from the previous bill.
Facility of online payment: Facility of online payment of Electricity Bills through Suvidha App, Website of Discom ie- nbpdcl.co.in & sbpdcl.co.in various Online Payment Gateway, Regional Rural Banks, Sahaj Vasudha Kendra, Air Tel Money, My Mobile, Vodafone and Canara Bank.
