About COMFED

The Bihar State Milk Co-operative Federation Ltd. (COMFED) was established in 1983 as the implementing agency of Operation Flood programme on the Anand pattern of dairy cooperatives. Through the popular brand “Sudha”, COMFED has led the White Revolution in Bihar by strengthening rural livelihoods and dairy development.

Area of Operation

At present there are eight milk unions and two projects affiliated to COMFED covering all districts of Bihar stated below:

Organisation of Dairy Co-operative Societies & Milk Procurement

A total of 32,244 village-level Dairy Cooperative Societies (DCS) are engaged in milk procurement from farmer members. During 2025–26 (up to January 2026), an average of 21.67 thousand kg milk per day was procured. Milk producers receive remunerative prices along with bonuses, incentives, veterinary services, subsidised medicines, fodder seeds and cattle feed support.

Technical Inputs Programme

COMFED strengthens dairy development through supply of quality cattle feed, artificial insemination, vaccination, deworming and improved fodder seed distribution through village dairy cooperatives.

Artificial Insemination Programme
5706 AI Centres established with about 25.28 lakh Artificial Inseminations performed for productivity enhancement.
Animal Health Programme
Vaccination against Foot & Mouth Disease (FMD), Hemorrhagic Septicemia (HS) and Black Quarter (BQ). During 2025-26, 2.91 lakh vaccinations conducted.
Deworming Services
Regular deworming ensures healthy milch animals. 6.80 lakh deworming treatments conducted up to January 2026.

  • Total Handling Capacity: 54.05 lakh litres/day
  • 3 Ice-cream Plants (Patna & Bihar Sharif)
  • 4 Milk Powder Plants – Hajipur, Samastipur, Muzaffarpur & Barauni
  • UHT Tetra Pack & Elecster Milk Processing Plant
  • 3 Cattle Feed Plants with capacity of 1,060 MT/day
  • Ranchi Feed Plant produces feed for Cattle, Poultry, Goats & Pigs

Milk Marketing

Average marketing of polypack milk reached 18.11 lakh litres per day during 2025-26. Milk and milk products are marketed through 28,421 retail outlets and 944 whole-day milk booths across Bihar, Jharkhand, Delhi and Guwahati.

Milk Product Marketing

The popular Sudha brand manufactures a wide range of products: Ghee, Paneer, Dahi, Butter, Mattha, Lassi, Rasogulla, Gulab Jamun, Balushahi, Milk Powder and more.

COMFED supplies Poshak Sudha (Whole Milk Powder) to ICDS programmes and ready-to-cook food to State Health Society Bihar to support nutrition of lactating mothers and children.
