Animal Husbandry

The history of Animal Husbandry starts since the year 1911. Previously it was a part of Agricultural Department from which it was separated in 1949. Till date the Animal Husbandry was dealing with Dairy Sector also but in the year 1985 the Dairy Development Directorate got a separate entity. Since then the Animal Husbandry runs under a separate entity of Animal Husbandry and was annexed to the Animal & Fish Resources Department. Now it includes the activities covering Cattle, Buffalo, Pig, Sheep, Goat and Poultry.

Responsibilities:

Major responsibility of Animal Husbandry Directorate is administrative control of different programmes launched under Animal Husbandry sector.

Activities:

  • Animal health care.
  • Animal disease control and prevention.
  • Assessment of major livestock products such as milk, meat, eggs and wool.
  • Generic developments of livestock by implementing the Animal Breeding Programmes.
  • Welfare activities of animal by implementing the prevention of cruelty to animal Acts.
  • Providing better Animals treatment facilities by disease diagnostic programmes.
  • Promoting the people for better managemental and feeding practices for animals.
  • Publicity and extension activities of Animal Husbandry Programme.

On-going Plan Schemes:

  • Sample Survey: Survey is held for the assessment of the production of different animal products like milk, eggs, wool and meat in the state under National Programme. The capacity and productivity of milk and egg production in animals and birds are assessed on the basis of the survey. These figures are used for the formulation of different schemes and these are the main indicators of the process of the schemes. On the instruction of the Central Govt., this programme is being run in all the states of the country.
  • Veterinary Council: Veterinary Council has been established for the registration of the workings of the state government recognized veterinarians and to approve it legally.
  • ASCAD: Under this scheme animals are to be vaccinated against different infectious diseases of the animals. In the present year an elaborate programme has been chalked out for this and vaccination programme at panchayat level has been envisaged. For making this programme successful, camps are being organized by publicizing its benefits in the fiscal year 2008-09. The scheme referred in is proposed to be extended on the estimated cost of Rs. 447.0908/- (Rupees Four Crore Forty Seven Lakhs Nine Hundred Eight Only).
  • Low Input Technology: The main purpose of this scheme is to produce chicks by establishing poultry farms of low input technology at Central Poultry Farm, Patna, Regional Poultry Farm (Bela – Muzaffarpur), Regional Poultry Farm, Purnea and Kishanganj and the chicks produced at the farms are to be sold at the government rates to the marginal farmers, agricultural labourers, women and the poor and backward classes of the society. This will help in the augmentation of poultry profession and the economic condition of these people will be improved.
  • 49 Class-I Dispensaries: The main purpose of this scheme is to safeguard the economic loss of the animal rearers as well as to protect the lives of the animals by providing health coverage to animals at remote rural places. In addition to this, the indiscriminate and unwanted matings of the of the female animals by the useless and indescript breeds of male animals (calves) are to be checked by castrating such types of male calves so that there should not be any adverse impact on the animal reproduction policy going to be formulated made in the state.
  • Diagnostic Laboratory Darbhanga: The purpose of the scheme is to advise the departmental officials and animal rearers for their proper treatments by testing the faeces, urine and blood of the animals at the laboratory and treating them in a proper way so that the diseases of the animals may be checked.

  • To creation self employment opportunities for unemployed youth at the place where they are.
  • To check the rural exodus of rural labour and skills.

Scope of Directorate:

Whole of the State of Bihar through range district, sub-division and block level institutions in Animal Husbandry Sector.

Assets with Animal Husbandry Directorate:

Dairy

Under Animal & Fisheries Resources Department, Government of Bihar, State Government has sanctioned separate Directorate for Dairy Development for speedy Development in Dairy Sector vide Resolution No. 1119 dated 01.04.1981. Since then Directorate of Dairy Development came into force.

Previously Milk Commissioner was appointed as Head of the Directorate. In 1985 the post of Milk Commissioner was abolished and post of Director, Dairy was sanctioned and designated as Head of the Directorate.

Responsibilities:

  • Overall Administrative and Technical control of regional and district level offices of Dairy Development Directorate.
  • Planning, Monitoring and Supervision of Scheme.
  • Direction and Guidelines for implementation of schemes.

Activities:

  • Facilitation for organization of milk cooperative societies at village level, Milk Union at Dist. level for milk collection, processing and marketing of milk.
  • Enhancement of milk productivity.
  • Providing technical inputs to milk producer like milk and dairy cooperative societies testing equipment and accessories, green fodder seeds, Artificial Insemination equipments and accessories.
  • Establishment of chilling plants, bulk cooler and others cold chain facilities for preservation and maintaining quality of milk for collection and marketing.

On-going Plan Schemes:

  • Establishment of Mini Dairy. Project Cost: Rs. 1.11 lakhs/unit. Total Units: 382. Total Estimated Cost: Rs. 81.94 Lakhs as subsidy and rest as loan component.
  • Establishment of Cattle Breeding Units. Project Cost: Rs. 4.00 lakhs/unit. Total Units: 50. Estimated Cost: Rs. 40.00 lakh as subsidy and rest 70% as loan plus 10% as beneficiaries' contribution.
  • Establishment of Milk Co-Operative Societies. Total 210 Societies. Cost per Society: Rs. 0.20 Lakhs. Total Estimated Cost: Rs. 42.00 lakhs.
  • Demonstration of Green Fodder. Project Cost: Rs. 1,680/plot. Total Plots: 1344. Total Estimated Cost: Rs. 13.99 Lakhs.
  • Man Power Development (Training). Total 960 farmers to be trained at COMPFED Training Centre, Patna; DNS Cooperative Management Institute, Patna & NDRI, Karnal (Hariyana). Total Estimated Cost: Rs. 29.76 Lakhs.
  • Establishment of Adrash Dairy Gram. Project Cost: Rs. 15.85 Lakhs/Unit. Total Units: 3. Total Estimated Cost: Rs. 45.56 Lakhs.
  • Establishment of A.I. Centres under Special Component Programme. Total 24 centres @ Rs. 0.36 lakhs. Total Estimated Cost: Rs. 9.97 Lakhs.
  • Supply of Electronic Milko Tester in Co-operative Societies. Total 57 units @ Rs. 0.28 lakhs. Total Estimated Cost: Rs. 15.96 Lakhs.

Objective of Directorate:

Main objective of this Directorate is to plan, monitor, supervise & implement the different dairy development programmes, facilitate the resource for enhancement of milk productivity, collection and marketing of milk and milk product and analysis of projects and schemes on scientific basis. COMPFED has been assigned as nodal agency of Dairy Development.

Scope of Directorate:

Providing job opportunity directly on indirectly to rural masses by forming network on cooperative structure in dairy development activities for Socio-economic changes. A large no. of rural milk producers can be engaged and benefited through this. White Revolution can be brought and made successful.

Duties and Services rendered by the Directorate:

  • Organization and Registration of Milk Co-operative Societies at village level.
  • Organization and Registration of Milk Unions at district level.
  • Supervision of Milk Co-operative Societies.
  • Cattle Induction on Subsidy-cum-Loan basis.
  • Providing facilitates for collection, processing and marketing of milk and milk products.
  • Providing technical inputs for enhancement of milk productivity.
  • Man power development.

Fisheries

In the year 1923, in the Finance Department a separate section of fisheries was created. Fisheries extension work was carried out. In 1929, this section was transferred to Industries Department. In 1936, three posts were sanctioned to look the work of north, south and central Bihar. This section was again transferred to Agriculture Department in 1956. Sub-divisional and District posts were sanctioned to provide quality fish seed to farmers. On 10th October 1964, Government sanctioned a separate Directorate of Fisheries and was annexed to the Animal & Fish Resources Department.
