Training Wing

The Directorate of Employment & Training, in Ministry of Labour Resources Department is the apex organisation for development and co-ordination at State Level for the Programmes relating to vocational training including Women's Vocational Training. Industrial Training Institutes are under the administrative and financial control of this directorate.

Main responsibilities of this directorate are as follows:

  • To implement the decision and carryout the policy laid down by the National Council for vocational Training(NCVT)in respect of syllabi, equipment, space, duration of courses, method of Training, standard of Training.
  • To arrange periodical inspection of the training institutes/centers and ensure that the standards prescribed by the NCVT are being followed.
  • To ensure that the staff is employed according to the qualification prescribed by NCVT.
  • To ensure that the examinations are conducted according to the standard and manner prescribed by the NCVT.

Activities:

  • 148 Government ITIs (Woman ITI) with capacity of around 25,000 youth and more than 1153 Private,Training Institutes known as ITCs with training capacity of more than 94,000 are functioning under the administrative control.
  • The institutes/trades having necessary infrastructural facilities as per the norms, are recommended to Govt. of India for NCVT affiliation.
  • After NCVT affiliation, Institutes start Training as per the curriculum prescribed by National Council for Vocational Training (NCVT). The admission to the new session is made in the month of August every year. The session of the courses start in the month of August every year. The trainees after completion of the training period are required to appear in the All India Trade Test conducted under the aegis of National Council for Vocational Training. The successful trainees are awarded National Trade Certificate, which has been recognized by Govt of India.
  • About 70% of the training period is allotted to practical training and the rest to theoretical training relating to Trade theory, Social Studies Workshop calculation & Science, Engineering Drawing.
  • Training in Govt. ITIs is provided on nominal fee. They are also provided with library, sports, stipend, hostel facilities on nominal fee and medical facilities.
  • Syllabi of various trades are periodically revised by Govt. of India to keep update Training with changing technology in industry. We introduce it accordingly.
  • Seats are reserved for ST/SC/EBC/BC/RCG/DQ/SMQ as per State Govt. reservation policy.
  • To ensure that the general standards laid down by DGT are followed in the right sprit in the ITIs/ITCs, inspection are carried out by the officers of Directorate A new trade titled Information Technology & Electronics System Maintenance (IT&ESM) has been introduced in 5 selected Govt ITIs i.e., ITI Digha Ghat, Patna, ITI Muzaffarpur, ITI Katihar, ITI Darbhanga and ITI Gaya.
  • There are 4 Deputy director offices to inspect the regular activities of ITIs/ITCs.
  • Directorate has initiated to form Institute Managing Committee (IMC) for ITIs to increase participation of local industries in the activities of ITIs.
  • IMCs are set up to bring about improvement in the functioning of ITIs in terms of better upkeep of machinery and equipment ,training and development of faculty, organizing campus interview, placement of trainees as apprentices, arranging on the job training, industrial visits, revenue generation, donation of tools & equipment, vocational guidance and counseling etc.
  • Directorate has introduced training calendar for this academic year and committed to implement our calendar in Govt ITIs as well as in private ITCs.
  • We organize and conduct specialized Training to our Principals as well as staffs.
  • We update and expand Training facilities in terms of craftsman and crafts instructor Training.
  • There are two types of training courses - (a) Training in engineering Trades, and (b) Training in Non-engineering Trades. The period of Training for various Trades varies from one year to two years.
  • Qualification: The entry qualification is 10th class.

National Apprenticeship Promotion Scheme (NAPS)

The Apprentices Act, 1961 was enacted with the objective of regulating the program of training of apprentices in the industry by utilizing the facilities available therein for imparting on-the-job training. Ministry of Skill Development and Entrepreneurship is the administrative ministry responsible for implementation of the Act.

The National Policy of Skill Development and Entrepreneurship 2015, launched by the Hon’ble Prime Minister on 15th July, 2015, focuses on apprenticeship as one of the key program for creating skilled manpower in India.The policy proposes to pro-actively work with industry including MSME sector to facilitate a tenfold increase in apprenticeship opportunities in the country by 2020.The main objective of the scheme is to promote apprenticeship training and to increase the engagement of apprentices from present 2.3 lakh to 50 lakh cumulatively by 2020.

Craftsmen Training Programme:

The Directorate General of Training (DGT) in the Ministry of Labour, Govt. of India, initiated Craftsmen Training Scheme (CTS) in the year 1950 for imparting skills in various vocational trades to meet the skilled manpower requirements for technology and industrial growth of the country.

Under the constitution of India, vocational training is the concurrent subject. The development of training schemes at national level, evolution of policy, laying of training standards and norms, conducting the examinations, certification, etc. are the responsibilities of the Central Govt. whereas the implementation of the training schemes largely rests with the State Govts. State Government is advised by State Council for Vocational Training (SCVT) having representatives from different fields. Object of the craftsmen training is:

  • To ensure a steady flow of skilled workers in different trades for the Industry.
  • To raise the quality and quantity of industrial production by systematic Training of worker.
  • To reduce unemployment among the educated youth by equipping them for suitable industrial employment.

  • Introduction of new Trades in existing Industrial Training Institutes.
  • Plastic Processing Operator.
  • Upgradation of Industrial Training Institutes in minority concerned area.
  • Building Construction.
  • State Project Implementation Unit.
  • Management Information System.
  • Training and Re-training.
  • Establishment of new Industrial Training Institutes.
  • Upgradation of Industrial Training Institutes as “COE”.

Employment Wing

The Employment wing of the Directorate of Employment & Training, under the administrative control of the Dept. of Labour, Employment & Training, Govt. of Bihar, is responsible for administration of the network of Employment Exchanges and University Employment & Information Guidance Bureau in the whole of the State of Bihar, with the mission to collect, process and disseminate all information relating to job opportunities to all job seekers in order to provide job assistance to them.

Objectives of Employment Wing

  • To rehabilitate war victims of World-War-II and subsequently displaced persons and later on, people in general.
  • To provide job assistance to all the job seekers and educated unemployed persons.
  • To enforce the provisions of Employment Exchanges (Compulsory Notification of Vacancies) Act, 1959 and the rules framed there under.
  • To provide information relating to higher, technical and professional courses to all job seekers to improve their employability and enrichment of their skill through the Vocational Guidance Programme at all Employment Exchanges in the State.

Scope of Employment Wing

In the fast changing job market scenario and ever increasing opportunities relating to economic development, there is wide scope for providing information relating to wage-employment as well as self-employment to job seekers and providing them job assistance.

Functions of Employment Wing

  • To control, supervise and monitor the functioning of the Employment Exchanges as controlling authority.
  • To inspect, maintain the accounts and administration of the Employment Exchanges and other regional offices within the State and their evaluation.
  • To process and review different statistical returns submitted by different Employment Exchanges and analyse them in the light of different socio-economic background and professional structure.

Employment Market Information Programme

  • To enforce the provisions of Compulsory Notification of Vacancies Act, 1959.
  • To collect quarterly ER-I Return relating to manpower employed in govt., quasi-govt. and private-sector establishment. (At Employment Exchange level).
  • To collect biennial ER-II Return at Employment Exchange level. (designation-wise, qualification based).
  • To process and analyze Employment Return (ER-I and ER-II) to prepare manpower planning district-wise in the light of availability of human resources and their demand.
  • To maintain and implement Employment Market Information Programme in all the districts of the State and to monitor their activities.

Vocational Guidance Programme

  • To impart directives for successful running of the Vocational Guidance Programme through all Employment Exchanges in State of Bihar.
  • To organize training programme for the staff and officer.
  • To provide budgetary support and technical assistance for running Career Information Centre (C.I.C.) established in all Employment Exchanges.
  • To maintain liaison with different Employers bodies, Govt. Departments and Agencies, Representatives of the Trade and Agencies, so as to fulfill the objective of the Directorate.
  • To publish periodically different reports to disseminate vital information and statistics relating to Employment and Man-Power Planning.

Duties and Services rendered by Employment Wing

  • To register the job seekers at the respective Employment Exchanges with a view to provide them job assistance at Employment Exchanges.
  • To maintain running record of job seekers in Employment Exchanges according to National Classification of Occupancies (NCO) Code.
  • To submit the particulars of candidates for employment against vacancies notified by different employers both in public as well as private sector through Employment Exchanges.
  • To forward the application submitted by the candidates to respective employers against advertised vacancies through Employment Exchanges.
  • To provide special and selective placement facilities to different categories of disabled persons through special Employment Exchange for Physically Handicapped, Patna.
  • To provide specialized services and job assistance to highly qualified candidates through Professional and Executive Cell, Directorate of Employment, New Secretariat, Bihar, Patna.
  • To monitor the progress in the field of self-employment opportunities by the Employment Exchanges through-out the state.
  • To monitor the Vocational Guidance Programme conducted by different Employment Exchanges and University Employment Information and Guidance Bureau.
  • To provide guidelines and framework for carrying out different plan and projects sanctioned by the State Govt. and to provide backup facilities for successful implementation of the same.
