The Directorate of Employment & Training, in Ministry of Labour Resources Department is the apex organisation for development and co-ordination at State Level for the Programmes relating to vocational training including Women's Vocational Training. Industrial Training Institutes are under the administrative and financial control of this directorate.
Main responsibilities of this directorate are as follows:
- To implement the decision and carryout the policy laid down by the National Council for vocational Training(NCVT)in respect of syllabi, equipment, space, duration of courses, method of Training, standard of Training.
- To arrange periodical inspection of the training institutes/centers and ensure that the standards prescribed by the NCVT are being followed.
- To ensure that the staff is employed according to the qualification prescribed by NCVT.
- To ensure that the examinations are conducted according to the standard and manner prescribed by the NCVT.
Activities:
- 148 Government ITIs (Woman ITI) with capacity of around 25,000 youth and more than 1153 Private,Training Institutes known as ITCs with training capacity of more than 94,000 are functioning under the administrative control.
- The institutes/trades having necessary infrastructural facilities as per the norms, are recommended to Govt. of India for NCVT affiliation.
- After NCVT affiliation, Institutes start Training as per the curriculum prescribed by National Council for Vocational Training (NCVT). The admission to the new session is made in the month of August every year. The session of the courses start in the month of August every year. The trainees after completion of the training period are required to appear in the All India Trade Test conducted under the aegis of National Council for Vocational Training. The successful trainees are awarded National Trade Certificate, which has been recognized by Govt of India.
- About 70% of the training period is allotted to practical training and the rest to theoretical training relating to Trade theory, Social Studies Workshop calculation & Science, Engineering Drawing.
- Training in Govt. ITIs is provided on nominal fee. They are also provided with library, sports, stipend, hostel facilities on nominal fee and medical facilities.
- Syllabi of various trades are periodically revised by Govt. of India to keep update Training with changing technology in industry. We introduce it accordingly.
- Seats are reserved for ST/SC/EBC/BC/RCG/DQ/SMQ as per State Govt. reservation policy.
- To ensure that the general standards laid down by DGT are followed in the right sprit in the ITIs/ITCs, inspection are carried out by the officers of Directorate A new trade titled Information Technology & Electronics System Maintenance (IT&ESM) has been introduced in 5 selected Govt ITIs i.e., ITI Digha Ghat, Patna, ITI Muzaffarpur, ITI Katihar, ITI Darbhanga and ITI Gaya.
- There are 4 Deputy director offices to inspect the regular activities of ITIs/ITCs.
- Directorate has initiated to form Institute Managing Committee (IMC) for ITIs to increase participation of local industries in the activities of ITIs.
- IMCs are set up to bring about improvement in the functioning of ITIs in terms of better upkeep of machinery and equipment ,training and development of faculty, organizing campus interview, placement of trainees as apprentices, arranging on the job training, industrial visits, revenue generation, donation of tools & equipment, vocational guidance and counseling etc.
- Directorate has introduced training calendar for this academic year and committed to implement our calendar in Govt ITIs as well as in private ITCs.
- We organize and conduct specialized Training to our Principals as well as staffs.
- We update and expand Training facilities in terms of craftsman and crafts instructor Training.
- There are two types of training courses - (a) Training in engineering Trades, and (b) Training in Non-engineering Trades. The period of Training for various Trades varies from one year to two years.
- Qualification: The entry qualification is 10th class.
National Apprenticeship Promotion Scheme (NAPS)
The Apprentices Act, 1961 was enacted with the objective of regulating the program of training of apprentices in the industry by utilizing the facilities available therein for imparting on-the-job training. Ministry of Skill Development and Entrepreneurship is the administrative ministry responsible for implementation of the Act.
The National Policy of Skill Development and Entrepreneurship 2015, launched by the Hon’ble Prime Minister on 15th July, 2015, focuses on apprenticeship as one of the key program for creating skilled manpower in India.The policy proposes to pro-actively work with industry including MSME sector to facilitate a tenfold increase in apprenticeship opportunities in the country by 2020.The main objective of the scheme is to promote apprenticeship training and to increase the engagement of apprentices from present 2.3 lakh to 50 lakh cumulatively by 2020.
Craftsmen Training Programme:
The Directorate General of Training (DGT) in the Ministry of Labour, Govt. of India, initiated Craftsmen Training Scheme (CTS) in the year 1950 for imparting skills in various vocational trades to meet the skilled manpower requirements for technology and industrial growth of the country.
Under the constitution of India, vocational training is the concurrent subject. The development of training schemes at national level, evolution of policy, laying of training standards and norms, conducting the examinations, certification, etc. are the responsibilities of the Central Govt. whereas the implementation of the training schemes largely rests with the State Govts. State Government is advised by State Council for Vocational Training (SCVT) having representatives from different fields. Object of the craftsmen training is:
- To ensure a steady flow of skilled workers in different trades for the Industry.
- To raise the quality and quantity of industrial production by systematic Training of worker.
- To reduce unemployment among the educated youth by equipping them for suitable industrial employment.
