Education is the pillar upon which the fate of a country depends. It is the light
through which all dreams and imagination can gain insight. The people of the country
are the soul of any nation and should be regarded as its most valuable resource.
Sustainable development must be based on the integrated growth of every citizen,
beginning from childhood and continuing throughout life.
Historical Background
Earlier, all concerns and issues related to education were handled under the
Ministry of Education & Labour Department. However, it was
recognized that education is the foundation for enabling citizens to acquire the
knowledge, skills, values, and attitudes required to become responsible and active
members of society.
In pursuance of the nation's overall development, the
Ministry of Human Resource Development was established on
26 September 1985 through the
174th Amendment to the
Government of India (Allocation of Business) Rules, 1961.
The establishment of the Ministry reflected the growing importance of education
in shaping the nation's human resources and overall development.
Present Scenario
The Government of India directed all State Governments to establish separate
Departments of Human Resource Development to ensure effective governance and
continuous progress in the education sector. Since then, all matters relating
to education have been administered by both the Central and State Governments
through their respective Departments of Education.
