The e-Office Mission Mode Project is one of the Mission Mode Project under the National e-Governance Plan.The project aims to improve productivity, quality, resource management, turnaround time and increase transparency by replacing the old manual process with an electronic file system.

E-Office framework has been developed by NIC and DIT Bihar is the nodal department for e-Office implementation in Bihar. E-office has been implemented in 17 departments and 6 government PSU’s in government of Bihar successfully Since January 2016.

The e-office framework consists of following systems that can be used in any official working setup:-

  1. File Management system.

  2. Knowledge management system.

  3. Leave management system.

  4. Tour management system.

  5. Personal Information Management system.

  6. Collaboration and messaging Services.

2. BAAF

Bihar Aadhar Authentication Framework(BAAF) is an umbrella framework which enables all Aadhaar based transaction in the state which will help service providers authenticate identity of residents electronically, in a safe and quick manner, making service delivery more effective and efficient.

Beneficiaries with Aadhaar number, get validated at the BAAF portal. Various departments can be integrated with the Bihar Aadhaar Authentication Framework Application as a Sub AUA (Authorized user Agency) to use resident authentication services while delivering the service.

3. BSWAN

The Government of India has approved the Scheme for establishing State Wide Area Networks (SWANs) across the country. Under this Scheme, technical and financial assistance were being provided to the States/UTs for establishing SWANs to connect all State/UT Headquarters up to the Block level in a vertical hierarchical structure with a minimum bandwidth capacity of 2 Mbps per link. GOB has nominated BELTRON Ltd. (Registered Office-Patna) as the nodal agency for the implementation of SWAN in the state of Bihar. BELTRON Ltd. had awarded BSWAN project to M/s Tata Consultancy Services for supply, installation & commissioning of the BSWAN as per the scope of work and specification given in the BSWAN tender. The contract got over in March 2015.

Bihar State Wide Area Network Phase II which shall be called BSWAN 2.0 project envisages operation & Maintenance of Point of Presences (PoPs) across the state with 5 years of FMS support which will become hubs of future communication network in the state. The principal objective of the BSWAN 2.0 is to accelerate the growth and use of Information Technology by creating an infrastructure that is used to provide all connectivity and services not only to the Government but also to citizens, over a period of time, rapid narrowing of the digital divide and promoting all pervasive use of IT in all matters of the State. The network facilitates rollout of e-governance applications across all departments and would act as the vehicle for effective implementation of electronic-governance (e-Governance) across the State. In BSWAN 2.0 Solar Power has been recommended to overcome the existing challenges of power outage at Block Level.

All critical application projects including VATMIS, CTMIS, e-Procurement, e-District and others are now critically dependent on BSWAN for its performance. Apart from that several horizontal offices like Modernization of Prison Project connecting jails and courts through BSWAN backbone. All Bihar Government applications hosted in the State Data Centre will be connected through BSWAN 2.0 for faster and quicker access to government offices across the state.

4. Sec LAN

Sec LAN or Secretariat Local Area Network is a Local Area Network for all the Government office in and around Secretariat (SecLAN) and connectivity to State Data Centre (SDC) at Technology Bhawan, Bailey Road, Patna. It is used to extend the success of computerization for Government of Bihar (GoB). Sec LAN is providing the information and communication technology to drive improved efficiency and responsiveness in day to day administration of the Government. The SecLAN is an edge to accommodate increased collaborative applications. The SecLAN has connected from Technology Bhawan where the State Data Center and State WAN is located, to all the nine buildings (Old Secretariat, Vikas Bhawan, C.M. Secretariat, Technology Bhawan, Vishveswarya Bhawan, Sinchai Bhawan, Sochana Bhawan, Beltron Bhawan and Lalit Bhawan).

Department of Information Technology has set up a private cloud to provide better application hosting services to various Departments of Government of Bihar. It will help to optimize IT resources at the state data centre, which in turn will also help in enhancing citizen’s experience in terms of using different G2C online services.

Department of IT has nominated "BELTRON Ltd." As the nodal agency for the execution of Bihar Private cloud. The actual implementation has been done by a Hyderabad based Software company namely M/s Mega soft Limited. Currently various services is being offered through this infrastructure including Website Hosting, Web Application/Portal Hosting, Domain Name Registration and Database Hosting. Compute capacity of cloud is based on the current infrastructural need of state Applications.
