e-District is one of the twenty seven Mission Mode Projects under National e Governance Plan (NeGP) with the DIT, GOI being the nodal ministry. This project aims at providing support to the basic administrative unit i.e. “District Administration” by undertaking backend computerization to enable electronic delivery of high volume citizen centric government services which would optimally leverage and utilize the three infrastructure pillars of State Wide Area Networks (SWAN), State Data Centers (SDC) and RTPS to deliver services to the citizen at his doorsteps.

The objectives of the e District Mission Mode Project are to ensure the following:

Beltron is the nodal agency to implement e-District in Bihar. The Information Technology Department is implementing this Project on the “Service Plus” Framework, developed by NIC.Service Plus is metadata based, configurable, open source based, web enabled service delivery & Grievance management software. This service delivery portal can be used by citizens to query, apply for, track and lodge grievance against a service and by government to configure any service.

  1. Undertake backend computerization of District and Tehsil level offices to ensure electronic delivery of high volume citizen centric services at the district level.

  2. Efficient delivery of services with improved Service Levels by undertaking extensive Business Process Re-Engineering of identified services.

  3. Development of applications to be hosted at the State Data Centers for delivery of services.

  4. Delivery of all public services at District/ Sub District level in electronic form through State Portals by using the State Service Delivery Gateways.

  5. Providing easy, anywhere and anytime access to Government Services (both Information & Transactional) to ensure reliability, efficiency, transparency and accountability.

  6. Reducing number of visits of citizens to a Government office / department for availing the services and there by eliminating harassment.

  7. Reducing administrative burden and service fulfillment time & costs for the Government, Citizens & Businesses.

  8. Reducing direct interaction of citizen with the Government and encourage ‘e’- interaction and efficient communication through portal.

In the month of January 2017 the Hon'ble Chief Minister of Bihar Shree Nitish Kumar launched Bharat Net Scheme in the state of Bihar. later on in the month of March the state government announced about the free Wi-Fi service in colleges across the state. On 22nd March 2017, on the occasion of 105th year of Bihar Divas the scheme was officially launched by the Hon'ble Chief Minister of the state. As of now more than 2,00, 000 students have registered under the scheme.

Under this scheme the state govt. provides free Wi-Fi to students in colleges across the state. The scheme namely Free WiFi in Colleges allow students to download books and study materials from external source up to 1 GB per day. Department of Information Technology, Govt. of Bihar facilitate the scheme in the state through it's nodal agency 'BELTRON'.

2. MSDG

Mobile Service Delivery Gateway (MSDG) that is the core infrastructure for enabling the availability of public services through mobile devices. MSDG provides different set of mobile based services to the backend departments and citizen. As MSDG is developed based on IIP/IIS (Interoperability Interface Protocol / Interoperability Interface Specifications) standards of government of India, it provides seamless integration with backend department. Backend departments will be connected to MSDG for mobile based services.

Mobile Seva aims to provide a one-stop solution to all the central and state Government departments and agencies across the nation for all their mobile service delivery needs. Previous year the usage was approx 12 crore which is now expected to cross over 40 crores. There are 45 various government offices currently using the service and the aim is to further expand it to various user departments. A centralized platform named Mobile Service Delivery Gateway (MSDG) has been created by DeitY. MSDG has been developed around open standards and cloud-based solutions and is a key implementation strategy under the framework for Mobile Governance that was notified by DeitY in February 2012.A total of 37,63,22,436 SMS has been sent till now from Bihar account, used by 45 various government departments/offices.

Mobile Seva aims to enable all integrating departments and agencies to provide their services on various mobile channels such as Short Message Services (SMS), Voice/ Integrated Voice Response System (IVRS) Unstructured Supplementary Services Data (USSD), and through mobile applications (m-apps). It also includes a mobile payment gateway.
