Command Area Development and Water Management (CADWM) Programme
As per the guidelines for CADWM Programme, the CADWM Programme has to be implemented in a holistic manner pari-passu (simultaneously) with irrigation project under AIBP so that Irrigation Potential Created (IPC) with hydraulic connectivity gets utilized soon after its creation, improves water use efficiency, increases agricultural productivity and production and brings sustainability in the irrigated agriculture in a participatory environment.
- CADWM Programme in Bihar is being implemented by four Command Area Development Agencies (CADAs) namely:
- Sone Command Area Development Agency, Patna
- Gandak Command Area Development Agency, Muzaffarpur
- Kosi Command Area Development Agency, Saharsa
- Kiul-Badua-Chandan Command Area Development Agency, Bhagalpur
- Following broad activities are to be covered under CADWM Programme-
- Survey, planning, design & execution of On-farm Development (OFD) works which include
- Construction of field Channels
- Micro-Irrigation
- Construction of field, intermediate and link drains.
- Correction of system deficiencies (for canals upto 150 cusecs discharge)
- Reclamation of Waterlogged areas
- Software activites like trainings, monitoring, evaluation, demonstration and adaptive trials
- To provide one time Functional Grant to registered Water Users' Association (WUAs) in project areas to be covered.
- To provide Infrastructure Grant to registered Water Users’ Association (WUAs) in project areas to be covered.
- Presently 8 nos. CADWM Schemes of Bihar are being executed by CADAs namely-
Sone, Gandak, Kosi, Kiul, Badua, Chandan, North Koel & Durgawati CADWM schemes.
- Command Area Development & Water Management (CAD&WM) Programme has been included as "Har Khet Ko Pani" component under Pradhan Mantri Krishi Sinchai Yojana (PMKSY).
- Two Irrigation projects of Bihar namely Durgawati Reservoir Project & Punpun Barrage Scheme have been included in the list of 99-Prioritized AIBP Projects of MoWR, GoI for execution of these projects in a Mission Mode.
- A new Incentivisation Scheme for Bridging Irrigation Gap (ISBIG) is being finalized by MoWR, GoI for CAD works of irrigation projects other than 99 prioritized projects.
The list of 7 nos. of ongoing and 6 nos. of proposed CADWM Schemes of Bihar has been submitted to MoWR, GoI to be considered for coverage under ISBIG.
