RWD is attributable to the following major initiatives:

1. Assistance from World Bank

Financial Support : For the project, the amount sought from the World Bank is ₹3,000 Crore.

Additional Finance

Department is interested in strengthening the following key areas:

  10. Institutional strengthening at Headquarters and field divisions.
  11. Capacity building through Human Resource Development Strategy with World Bank knowledge support.

2. Re-organisation of the Department

To enhance implementation capacity, the Project Implementation Units (PIUs) increased from 45 to 108, supported by 534 Sub-Divisions and 1070 Sections. Twenty Circles headed by Superintending Engineers were established for better supervision and monitoring.

Infrastructure

Field offices were renovated, refurbished and equipped with modern facilities for effective communication and administration.

Quality Management

District and regional laboratories, Mobile Quality Management Units, and State Quality Monitors ensure high standards in road construction.

Training

Around 1600 Engineers and 2250 Contractors have received professional training through reputed institutions and World Bank technical assistance.

3. Other Initiatives

  • ✅ Preparation of quality DPRs with community participation, transect walks, and environmental & social safeguards.
  • ✅ Adoption of innovative, cost-effective and non-conventional materials for rural road construction.
  • ✅ Development of online monitoring modules for project monitoring and management.
  • ✅ Development and implementation of Rural Road Maintenance Policy Framework.
