Bihar is vulnerable to various natural disasters due to its geographical
and topographical conditions. The State frequently experiences
Floods, Droughts, Fire incidents, and Earthquakes.
According to the Seismic Zoning Map of India, several districts fall
under Seismic Zone IV and Zone V, making them highly
susceptible to severe earthquakes comparable to those experienced in
Bhuj (Gujarat) and Latur (Maharashtra).
These recurring disasters result in significant human, economic, and
infrastructure losses, affecting the overall pace of development.
Therefore, the Disaster Management Department works to enhance disaster
preparedness through awareness, coordination, and efficient information
sharing among Government and Non-Government organizations.
The Disaster Management Department, Government of Bihar,
serves as the nodal agency for disaster information, emergency response,
and relief coordination. A dedicated State Control Room
has been established at the Main Secretariat, Patna, under the
Commissioner-cum-Secretary to coordinate rescue, relief, and rehabilitation
efforts during emergencies.
Relief & Humanitarian Assistance
During floods and other emergencies, humanitarian assistance is provided
across affected districts through coordinated relief operations.
- Distribution of community tents in affected areas.
- Establishment of temporary shelters, health camps, veterinary camps,
nutrition support for pregnant women and children, and temporary roofing
for affected families.
- Supply of tarpaulin sheets, halogen tablets, bleaching powder, and
other essential emergency materials.
- Preparation and distribution of family food packets.
Disaster Risk Management Programme
Under the Disaster Risk Management Programme, the Department has established
District Control Rooms equipped with modern facilities including
computers, scanners, fax machines, photocopiers, and Internet connectivity.
These centres help develop disaster databases, improve emergency communication,
support relief management, and build a comprehensive knowledge base for disaster preparedness.
The programme aims to strengthen disaster preparedness, minimize losses,
and provide timely assistance for recovery from both natural and
human-induced disasters.
