Bihar’s Sporting Renaissance

Bihar has shed its image as a sports “underdog” and is rapidly emerging as a rising powerhouse of Indian sports. The year 2024 proved transformative for Bihar’s athletes and sports programs: a Times of India report notes that “the state added feather after feather to its cap, positioning itself on the national and international sports map.” In recognition of this progress, Bihar was honored with the FICCI India Sports Award 2024 as the “Emerging State Promoting Sports,” praised for its “outstanding contribution and unparalleled dedication” to sports development. The newly created Bihar Department of Sports and the Bihar State Sports Authority (BSSA) have set out a clear vision “to elevate Bihar as a sports powerhouse,” focusing on identifying talent, expanding infrastructure, and fostering sports culture. The Sports Minister and senior officials regularly highlight this “sports revolution” across the state. As one official statement summarized, hosting international events like KIYG is “a matter of great pride for Bihar” and a key step to showcasing its youth and infrastructure on the global stage.

Key Initiatives under Bihar Khel Niti 2024

Under the Bihar Khel Niti (Sports Policy) 2024, the state has rolled out a comprehensive package of programs to nurture athletes at all levels. Notable initiatives include:

  • Grassroots Talent Hunt: The Mashaal 2024 programme engages schoolchildren in sports across five levels (school, cluster, block, district, state) in five disciplines. It will involve some 58 lakh students from over 37,500 schools in Bihar. Winners at each level advance to the next, with prizes and scholarships. Selected participants are promised advanced training, specialized coaching, and nutritious meals under a state “Khelo” scholarship scheme. This massive talent-spotting drive exemplifies Bihar’s focus on developing talent from the village level upward.
  • Experienced Coaching & Training: The government is hiring skilled coaches and conducting training workshops (in collaboration with bodies like Hockey India and sports NGOs). Nutrition and sports science support are being provided to promising athletes. Selected youngsters in programs like Mashaal are explicitly assured “guided training” and “specialised coaching and nutritious meals” under new scholarship schemes.
  • Sports Scholarship Scheme: Bihar has introduced a Bihar Sports Scholarship 2024 (under its Long-Term Athlete Development Program) to fund talented athletes. The scheme has three tiers – for example, district-level medalists get up to ₹3 lakh/year, national-level athletes up to ₹5 lakh/year, and Olympic-level medalists up to ₹20 lakh/year, along with insurance and support for overseas training. This ensures financial assistance at all stages, so that talented youth can continue their training without monetary hardship.
  • Medal Lao – Naukri Pao: In a historic move, Bihar guarantees government jobs to athletes who win medals in major events. The “Medal Lao, Naukri Pao” (bring a medal, get a job) policy has already provided appointment letters to scores of medalists. For instance, athletes like Shailesh Kumar (high-jump gold, Asian Games 2023) and several para-athletes received jobs under this scheme. State officials have emphasized this as a key incentive to reward excellence and encourage others.
  • Annual Sports Honours: The state confers Khel Samman awards and the Bihar State Sports Awards to outstanding athletes and coaches. Recent ceremonies have honored hundreds of sportspersons across disciplines, with prize money and recognition (e.g., rewarding top performers in javelin, hockey, etc.). Such awards motivate athletes and raise the prestige of sports achievement in Bihar.
  • Infrastructure Development: A major push is underway to build sports facilities at all levels. Policies like the Panchayat Sports Club Policy aim to create a sports culture in every village. The government is constructing “Khel Bhawans” (indoor sports halls) in all 35 districts and stadiums at Panchayat, block, and district levels. Investments in new international-standard stadiums (e.g., Rajgir Hockey Stadium) and proposed complexes across the state are also planned. These measures ensure that young athletes have local venues for training and competition, aligning with our vision of sports as a development cornerstone.

Collectively, these efforts have created a robust sports ecosystem in Bihar, from grassroots to elite levels. The Bihar State Sports Authority sums it up: our mission “is to identify and nurture talent, enhance sports infrastructure, and instill a culture of fitness and sportsmanship across the state,” as the Chief Executive of BSSA has affirmed.

Hosting Major International Events

Bihar has already demonstrated its capacity to host top-level competitions. In November 2024, Chief Minister Nitish Kumar inaugurated the Women’s Asian Champions Trophy 2024 in Rajgir – the first time Bihar hosted an international hockey tournament. The Asian Hockey Federation reported that the Rajgir event was “a triumphant success” with India winning the gold, drawing large crowds and setting a new benchmark for women’s hockey in the region. A government communique noted that hosting the Champions Trophy was “a matter of great pride for Bihar”. Similarly, in March 2025, Bihar for the first time hosted the ISTAF Sepaktakraw World Cup in Patna, with teams from 20 countries (nearly 300 athletes) competing at the Patliputra Sports Complex. In flagging off the Indian team’s jersey, Sports Minister Surendra Mehta highlighted that “organising this world cup here … will not only boost the morale of local players, but will also place Bihar on the international sporting map.” These successes signal Bihar’s emergence as a capable and enthusiastic host of major global events.

Achievements of Bihar Athletes

Our athletes are matching these institutional strides with personal excellence. For example, para-cyclist Jalaluddin Ansari from Bihar clinched a gold medal at the 2023 Asian Track Cycling Championships in New Delhi, and was promptly rewarded with a government job under the state’s Medal Lao scheme. Likewise, para-athlete Goldie Kumari of Nalanda won gold in discus and bronze in javelin at the World Abilitysport Youth Games in Thailand, a historic feat for Bihar. Other notable performers include swimmer Mahi Swetraj, national champion, and youngsters excelling in hockey, kabaddi, and athletics. These achievements – widely reported in the press – demonstrate that Bihar’s emerging sports policies are yielding real medals and inspiration.
