Introduction

The role of legislature is important in the parliamentary democratic system. The legislature determines the direction of government business and motivates the executory body towards welfare oriented works. The administration performs according to assumptions of democracy through various legislative works such as legislation, budget placement, debate on issues of public importance, question, assurance, attention etc.

The Parliamentary affairs department has an important role in the operation of all the above legislative duties. This department was formed in year 1972 for considering these requirements and expectations.

Functions assigned to the department under the rules of executive business are as follows:- :

  1. Preparation of the Governor's address to legislature assembled together.

  2. Summoning and prorogation of legislative assembly and legislative council session.

  3. Preparation of programmes for the sessions of both houses of state legislature.

  4. Planning and co-ordination of legislative and other official business in legislative assembly and legislative council.

  5. Formation and implementation of the informal consultative committees of the members of the legislative assembly and council related to various departments.

  6. Monitoring of the questions, Nivedan, answers of call attention proposals and adjournment proposals, execution of government assurance etc. and for this co-ordinate among different departments.

  7. Coordination of action taken by various departments on the recommendations made by the legislature committees.

  8. Advice on matters related on powers, privileges and responsibilities of members of legislature, parliamentary system and functions.

  9. Matters related to salary, allowance and other remunerations of members of state legislature, presiding officers and deputy presiding officers.

  10. Liaison with leaders and whips of various parties.

  11. Laying of various reports of departments on the table of legislative assembly and council.

  12. Allocation of government time in house for discussion of motions given notice of by private members.

  13. Consent on appointment of members of state legislature on committees and other bodies set up by government.

  14. All administrative matter of Bihar legislative assembly and Council.
