NABARD had sanctioned a loan of Rs. 2111.68 lakh for construction of 14 Medium Irrigation Schemes. However, due to various reasons execution of 5 schemes was dropped. Out of residual 9 schemes, construction of 7 nos. has already been completed. Construction of the remaining two schemes, namely "Lutout Weir Schemes" and "Sondaha Weir Scheme" was scheduled to be completed in this financial year (2006-07) but due to problems faced in "Land Acquisition" and "Transfer of forest land" respectively both could not be completed. Now, both schemes are proposed to be completed in the next financial year 2007-08.

III. Project of Construction of 16 Medium Irrigation (Surface Water Gravity Flow) Schemes under NABARD Phase-XII :-

NABARD accorded sanction to this Project in January-2007. Sanctioned estimated cost of the project is Rs. 614.19 lakh. Out of 16 , 11 schemes have been completed at a cost of Rs. 400.706 lacs.

This project was initiated in the financial year 2004-05. Under this novel project firstly a floating platform is fabricated consisting of two symmetrical hollow iron cylinders. On this floating platform, a H.P. diesel driven pump is then mounted. Advantages of this scheme over previously constructed conventional Lift Irrigation Schemes are listed below:-

(a) Cost of a "Barge" L.I. Scheme comes to only 10% of a conventional L.I. Scheme, though Irrigation Potential created by both the schemes is more or less same.

(b) Barge L.I. Scheme could be used to provide irrigation along both banks of the river, but conventional L.I. Scheme could provide irrigation along one bank only.

(c) Irrigation potential of a Barge L.I. Scheme does not get affected by the change in direction of a river current, where as conventional L.I. Scheme even becomes defunct by the change in river's current.

(d) Barge L.I. Scheme is not dependent on availability of electricity .

III. List of Lift Irrigation (Barge) Schemes constructed under NABARD Phase-XIII :-

This project comprises of replacement schemes for 716 Barge Schemes which were earlier dropped from NABARD Phase-8 due to various reasons.

Tube Well Wing :-

In the financial year-1998-99 NABARD sanctioned this project at the estimated cost of Rs. 5906.32 lacs. Project ended in the financial year- 2002-03. Out of 351 Tube Wells 324 Tube Wells were completed at a cost of Rs. 5065.800 lacs.

III. Project of 108 Tube Wells under NABARD Phase- V/ VII :-

NABARD had sanctioned Rs. 440.05 lakh for this project. Due to various technical reasons execution of 48 schemes were dropped at the outset itself . Of the residual 60 schemes, 34 have been completed.

This project in under execution since financial year - 2003-04. Under the project is 1740 tubewells of 6" dia (200mm×150mm) and 100m. depth were to be sunk. Sanctioned cost of the scheme is Rs. 9,187.20 lakh, out of which state's share is Rs. 918.72 lakh. After completion of the project additional irrigation potential of about 69,600 hectare would be created. Salient features and present status (till January-2007) of the project is as follows:-

PROJECTS EXECUTED UNDER RASHTRIYA SAM VIKAS YOJNA

Introduction & Funding Pattern: Million Shallow Tubewell Programme (MSTP) was funded by Central Government under Rashtriya Sam Vikas Yojna. As the name of the project suggests, about 10 lakh private tubewells were to be sunk under the scheme in the state. The scheme was being executed by various branches of (Commercial and Regional Rural) Banks through NABARD. Funding pattern under the project was as follows:-

(i) 30% of the schemes' cost was provided by Govt. as AID.

(ii) Up to 20% of the schemes' cost was borne by the beneficiary as his /her contribution.

(iii) Up to 50% of the schemes' cost was provided by Banks on LOAN to the beneficiary.

The scheme was open to all sections of the farmers' community.

In order to help out farmers of drought prone districts of South Bihar, since February-2006 funding pattern for the scheme had been altered for different sections of farmers' community. The altered funding pattern was as follows:-

(a) For Farmers of SC/ST Category :

(i) AID - 50% of schemes' cost.

(ii) LOAN - Up to 40% of schemes' cost.

(iii) Beneficiaries' contribution on Margin Money - Up to 10% of schemes' cost.

(b) For small and Marginal Farmers of General Category :

(i) AID - 40% of schemes' cost.

(ii) LOAN - Up to 50% of schemes' cost.

(iii) Beneficiaries' contribution on Margin Money - Up to 10% of schemes' cost.

(c) For rest of the farmers of general category of South Bihar as well as farmers of all categories of North Bihar the funding pattern remains unchanged i.e.:

(i) AID - 30% of schemes' cost.

(ii) LOAN - Up to 50% of schemes' cost.

(iii) Beneficiaries' contribution on Margin Money - Up to 20% of schemes' cost.

Final Status:

Under this project, up to the end of financial year 2006-07, as per NABARD against a target of 6,97,111 units 4,07,758 units had been sunk. Planning Commission had given an amount of Rs. 544.64 Crore to NABARD for utilization as subsidy for the scheme. Against this amount NABARD had released Rs. 312.97 Crore to beneficiaries as subsidy through various branches of commercial and rural banks. The residual subsidy amount of Rs. 213.67 crore with NABARD is at present being used in execution of Bihar Ground Water Scheme (BIGWIS).
